CCAT works in partnership with industry, government, and academia to strengthen technology-led economic competitiveness. CCAT facilitates collaborative efforts to enhance the capabilities of current and emerging industries.  It fosters innovation, entrepreneurship, and business creation.

CCAT is a non-stock, tax-exempt corporation, incorporated in May 2004, and is funded under federal and state sponsored grants to develop a national center that addresses military and civilian industrial manufacturing needs; promotes energy planning and policy initiatives; stimulates innovation; and enhances workforce development issues concerning technology competitiveness.  CCAT focuses on the transition of key advances in lasers, nanotechnology and next-generation manufacturing to meet the competitive needs of U.S. industry; and uses "computational modeling" to speed deployment of new equipment and manufacturing processes to small business.

CCAT fosters innovation, entrepreneurship and new business creation and works to partner with organizations in order to engage students, enhance technical competence, and stimulate innovation and enterprise.
